First we need to convert mixed fraction to improper fraction.

width = 6 \frac{2}{3} = \frac{20}{3}

And length is twice of width, so length is

length = 2*  \frac{20}{3} = \frac{40}{3}

The formula of perimeter is two times the sum of length and width.

Perimeter = 2(\frac{20}{3} + \frac{40}{3} ) = 2( \frac{60}{3}) = 2*20 = 40 inches
