Because it involved deciding what rights people should have, which was a hard job. The decisions they had to make involved alcohol, slavery, trade, and many other topics.
To amend the Constitution, the amendment must apply to all of America, and must have a major impact on all Americans. If it doesn't, the amendment won't be passed.

If there were one person wanting higher pay and better conditions and was willing to quit, chances are, no one would care, but if there were a group of people will to quit, then they would most likely get what they want.
Equality for all people is important in a democracy because society functions better as a whole. If there were the rich people who were treated good and lower-class people who were not treated as fair as the others a lot of divisions would be created within the society. Divisions are not good for a proper functioning democratic government.
