One of the characteristics of a hunter-gatherer society is that they were not able to create new technologies as much due to them moving around and following where the food source is. Remember, the human needs to take care of their mortal bodies (food, water, shelter) before they can use their minds and imagine (which leads to creation) technology that would improve their lives.

Of course, they can create it on the fly, but it is very rare.
