Prokaryotes as well as bacteria's are unicellular organism in which genes cater specific cellular requirement. In case of multi-cellular species, cell differentiate to form tissues and hence organs. Now these organs perform basic functions to keep this organism alive. Therefore, in multi celled organism a gene deals with the body as a whole. It does not respond to individual cell requirement.
