Many groups experience prejudice and potentially all groups, even the majorities can experience prejudice.

However, Prejudice is most apparent in the  case of minorities, such as racial, ethnic and gender minorities.  For example the idea that women or people of certain nationalities are not as competent at work is a prejudice .

This was actually a very smart behaviour. This way the law was accessible to everyone so on one hand, noone could say "I didn't know" and on the other hand it could be used for reference by anyone and people would not need to seek council in every matter. This also decreased the possibility to abuse power (if the law was only accessible to few, those few could abuse their power by manipulating it in their favour).

In this type of government city council members and mayors are usually elected. The council-manager government is a commission with a city manager. Voters elect a city council. The council then appoints a city manager. The city manager then appoints the heads of city departments. They are the same because in both they elect a city council.
