slope = (3-4) / (2-(-1) = -1/3....a parallel line will have the same slope

y = mx + b
slope(m) = -1/3
(4,-2)...x = 4 and y = -2
now we sub
-2 = -1/3(4) + b
-2 = - 4/3 + b
-2 + 4/3 = b
-6/3 + 4/3 = b
-2/3 = b

equation in slope int form is : y = -1/3x - 2/3

y = -1/3x - 2/3
1/3x + y = - 2/3...multiply by 3
x + 3y = - 2
x + 3y + 2 = 0 <== general form
