You needn't be on Github. You just need to have the software, like visual code installed on your computer.
If you've got all these things sorted, then you'll be able to make apps without github.
I would not because you never know there could be hackers and they could get your card account and spend your money. If they get your card number and you do turn up with less money there is really nothing you can do about it at that point. That's why I wouldn't trust my money to an online bank.

I am not exactly sure but I believe it would be Cybermediaries, They act as a third party for the transfer of funds. examples being online insurance and real estate brokers.
