The correct answer is NAFTA.

The North American Free Trade Agreement was an agreement signed by Canada, Mexico and the United States on January 1, 1994. This agreement created the trilateral trade block in North America.

NAFTA was signed by the outgoing President George H.W. Bush, the Mexican President Salinas and the Canadian Prime Minister Brian Mulroney.

NAFTA was a liberalized trade agreement to regulate tariffs on import and export between the countries. It eliminated barriers to trade and facilitated the cross-border movement of goods and services, it also promoted conditions of fair competition.
