The British knew there would be less resistance by using local government rather than British rule, and they knew that by using local governments only a handful of British soldiers would be needed to keep the colonists in line, leaving the bulk of the British army to be used when they were greatly needed.
I think you should ask your sister a little more of what happened and why he did it. Then you should go find the boy and perhaps talk to his parents cause it's not right for him to do that.
