After the United States congress passed a bill and discovered that extensive wiretapping is being conducted by people (both government and individuals) without due jurisdiction or without due consent. It was also believed that these recorded ot tapped materials are being used as evidence in court.
In 1986 the bill which was originally for wired and oral communication was revised to also include electronic communication. The bill was meant to protect the privacy of stored communications. It means that befoe a stored communication can be tapped by any agency (government or individual) a warrant or permit must be gotten by the agency before making such a move, otherwise it will be termed invasion of privacy.
It should be understood that the act explicitly allowed wiretapping and electronic surveillance by law enforcement agencies with a court order.
