What might the navy have done differently to minimize damage from the attack on pearl harbor?

It would've been prevented if the U.S had watched closely to the Pacific Ocean, however it would've been less damage if they were prepared for the strike. Yet, they had a radar system and the machine was newly invented. The machine read incoming fleets but it wasn't accurate til the last minute.
