The amendment was not sufficient to be passed as a law because it was termed as a joke. This is because it had gone through litigation in history, and it did not contain the clauses strong enough to pass it to law.  

The American liberal, therefore, opposed the amendments because of the challenges that it was facing, and they demanded that it should be further amended to attain the levels of other changes to be considered as law to affect the constitution of America.
