During the Cold War, America was constantly fearful of communist attacks and the Soviet Union in general. Below is a list of some of the actions taken by American citizens/government during this era:
1) Created fallout shelters: These basements/secret hideaways were supposed to provide protection for citizens in case of a nuclear war. This shelter would be stockpiled with food and water in order to ensure survival.
2) Duck and Cover: This was a method taught to students in school on how to protect yourself from a nuclear attack. This involved ducking under a desk and covering the back of their neck. The Duck and Cover video was shown to millions of students all over the country.

The metaphor depicts a lifeboat which is boarded by 50 people (the wealthy nations), and 100 people swimming in the surrounding water at risk of drowning. The 'ethical issue' is stirred by the fact that there is room for 10 more people on this lifeboat, and if the surrounding people should be taken aboard -and if so, what would be the conditions of such an act.
