The project's items were: (I) massive investment in public works: the government invested $ 4 billion (uncorrected inflation amounts) in the construction of hydroelectric plants, dams, bridges, hospitals, schools, airports, etc. Such works generated millions of new jobs; (II) destruction of stocks of agricultural commodities such as cotton, wheat and corn to contain falling prices; (III) control over prices and production to avoid overproduction in agriculture and industry; and (IV) reduction of working hours, with the objective of opening new posts. In addition, the minimum wage was set, unemployment insurance and retirement insurance (for those over 65 years old) were created.
