Cualquier persona en Colombia tiene el derecho constitucional de presentar una "tutela" ante cualquier tribunal del país, si siente que se violan sus derechos constitucionales. Una tutela puede tomar cualquier forma: escrita, oral, formal, informal. El objetivo es facilitar que las personas normales hagan valer sus derechos y obtengan protección de los tribunales. Cualquier tribunal tiene que aceptarlos y decidir si concederlos o denegarlos en poco tiempo. El Tribunal Constitucional los revisa y decide cuáles considerar en profundidad para las decisiones. Si se concede una tutela, la persona recibe una orden que puede devolver a su médico, proveedor de seguros, escuela, empleador u otra parte para que actúe de acuerdo con lo que dice la constitución y el tribunal.
