Centralization refers to the hierarchical level within an organisation that has authority to make decisions. When decision making is kept at the top level, the organisation is centralized.

You could go through nearby stores and look through their CCTV camera and find out what kind of car it was and maybe even catch a glimpse of the perpetrators face. However if the shooting was in a residential area you could go door to door looking for witnesses. To see if anybody heard or saw anything.

Then A "class action" lawsuit or the

"mass tort litigation" is one in which a group of people with the same or similar injuries caused by the same product or action sue the defendant as a group. It can also be called the "multi-district litigation".

If Holt and Collins decide to retain the right to a Class action, it will definitely not be the result of an arbitration.
