The Republic of South Africa is a Parliamentary republic with three/tier system   of government and independent judiciary, operating in a parliamentary system.

The locations of the Bantustans were based on as part of policy of apartheid.

A Bantustans was a territory set aside for black inhabitants of South Africa and West  Africa.
