Rewrite -2 3/4 as an improper fraction:

-2 3/4 = -11/4

Now you have -3/8  /  -11/4

When  you divide fractions, flip the second one over and multiply:

-3/8  x x-4/11 = (-3 x - 4) / (8 x 11) = 12/88 which reduces to 1/4

Now compare /4 to 3/22:

1/4 = 0.25

3/22 = 0.136

1/4 is greater than 3/22

The inequality becomes:

(-3/8) / (-2 3/4)  > 3/22
