PRL means preferred roaming list. Sometimes out of your own local network phones having problem to connect with the networks because of outer range. At that moment you need to change the PRL and put your mobile in roaming option.

This will help your mobile to connect with the tower. This PRL option can be found in your SETTINGS options where other generalized options of your profile settings remains.
