The House of Representatives is a 435-member body that meets in the south end of the Capitol building. Its members are chosen from districts apportioned by population - so, for example, California has many more Members than South Dakota, since the former has so many more residents - and are elected every two years. The Constitution specifically provides that the House has the sole power of impeachment, or of legal removal from office of federal officials that have committed "high crimes and misdemeanors," and also directs that any bills that raise revenue must originate in the House.

The Senate, on the other hand, is a 100-member body that meets in the north end of the Capitol building. Each state has two Senators, no matter how large or small the state might be, and Senators are elected for six-year terms. The Constitution directs that the Senate shall conduct impeachment trials, and that it should provide "advice and consent" to Presidential appointments and on treaties. The Senate is designed to be a bit more removed from the popular will than the House, to be, as Washington reportedly put it, the "cooling saucer" to the House's hot teacup.

The Marine Corps recruited Navajo Code Talkers in 1941 and 1942. Philip Johnston was a WWI veteran who had heard about the successes of the Choctaw telephone squad. Johnston, although not Indian, had grown up on the Navajo reservation. In 1942, he suggested to the Marine Corps that Navajos and other tribes could be very helpful in maintaining communications secrecy. After viewing a demonstration of messages sent in the Navajo language, the Marine Corps was so impressed that they recruited 29 Navajos in two weeks to develop a code within their language. After the Navajo code was developed, the Marine Corps established a Code Talking school.

The 402,000 federal civilian employees, most of whom worked for the Post Office, constituted about 1 percent of the labor force. The armed forces comprised fewer than 166,000 men on active duty. Although the federal government meddled in a few areas of economic life, prescribing railroad rates and bringing antitrust suits against a handful of unlucky firms, it was for most citizens remote and unimportant.

With U.S. entry into the Great War, the federal government expanded enormously in size, scope, and power. It virtually nationalized the ocean shipping industry. It became deeply engaged in manipulating labor-management relations, securities sales, agricultural production and marketing, the distribution of coal and oil, international commerce, and markets for raw materials and manufactured products. It turned the newly created Federal Reserve System into a powerful engine of monetary inflation to help satisfy the government’s voracious appetite for money and credit. In view of the more than 5,000 mobilization agencies of various sorts—boards, committees, corporations, administrations—contemporaries who described the 1918 government as “war socialism” were well justified.

During the war the government built up the armed forces to a strength of four million officers and men, drawn from a prewar labor force of 40 million persons. Of those added to the armed forces after the U.S. declaration of war, more than 2.8 million, or 72 percent, were drafted.[3] Men alone, however, did not make an army. They required barracks and training facilities, transportation, food, clothing, and health care. They had to be equipped with modern arms and great stocks of ammunition.
