You can make a graph going from -20,20 and -20,20
then after that you would want to go down 4 over 3 to the right continuously, then head in the opposite direction up 4 over 3 to the left. Once you find your y-intercept you can form your equation.  
It should me y= -3/4x +41/4

Easy you plug in 17 in for y and -9 in for x and then -4/3 for the m to the slope intercept form which is y=mx+b and figure out what B is so it would be 17=-4/3(-9)+b and solve it
