In reality there were actually 5 states of United States of America, France, China, United Kingdom and the Soviet Union were involved in the creation of the United Nations. During the time of the foundation of the United Nations, there were a total of 51 nations involved. Now the total number of nations that are there in the United Nations has increased to 193.

They didn't want another Holocaust or world war to happen so it made it that all nations would turn on one nation or nations if they did go rogue and attack.
