The correct answer is C. Increased population growth. This enabled the people to have many workers in their factories and it also enabled the England to have a large army that would go and colonize and take the resources back to England. The other things weren't that helpful.

How did the government encourage the idea of Manifest Destiny?

Manifest Destiny was a distinctly racist concept in the first place. The idea was that white man was destined to conquer the west and this meant subduing anyone else who happened to live there. White man alone was entitled to this "destiny". It used the ideas of Jacksonian democracy of a "white man's democracy" to develop these beliefs.

The Senate is the Upper House of Canada's Parliament. Its 105 members are appointed and hold their seats until age 75. The Senate's purpose is to consider and revise legislation, investigate national issues, and most crucially according to the Constitution — give the regions of Canada an equal voice in Parliament.
