The Irrawaddy River valley most impacted the formation of the Pagan Kingdom. They moved onward from this valley, slowly annexing neighboring settlement up until the 11th century. In draconian law, someone that did a small mistake will be objected by heavy punishments. The People of sepoy saw this as an insult to all values that they held and caused them to rebel.
