volume = πr²h

where

r = radius = 2/2 = 1 ft

h = height = 3 ft

volume = π × 1² × 3

volume = 3.14 × 3

volume = 9.42  ft³

The suppliers volume of water is 9.42 ft³ and Hernando needs  at least 75 gallons of water.

Since

0.1337 ft³ = 1 gallon of water

9.42 ft³ = ? gallon of water

cross multiply

gallon of water = 9.42/0.1337

gallon of water = 70.4562453254

gallon of water = 70.47 gallons.
