The correct answer is A.

The Fair Labor Standards Act was issued in 1938 in the US to regulate wages and working hours. It constituted a mandatory set of rules to be followed by all employers involved in interstate trade or in the production of goods or services, with very limited exemptions. A minimum wage was set, also a maximum work week and extra retributions for those who worked over 40 hours. Minor and child labor were regulated too.

It established a minimum wage as an idea and it also established overtime payments that had to be paid if workers worked more than what was the norm. It did include protection of children in labor but it wasn't the main thing. It didn't protect businesses or capitalism.</span>

Because pamplets could be made quickly and cheeply and literature was printed in the local language instead of Latin.

So basically, the language Latin pressed help to spread  ideas, discoveries, and inventions to countries or the world if they need help, or to confirm that this was a good idea.
