  It was a package of five separate bills that postponed the beginning of the American Civil War. A debate had begun after the end of the Mexican-American war about the new territories. The South states wanted to expand slavery to these territories and many Northerners rejected the idea.

  Texas claims the former Mexican territory in order to expand its size. In order to avoid confrontations, the senator Henry Clay proposed a package of bills. Under the compromise, Texas agreed to surrender its claim of the territory that nowadays is New Mexico in return for the Federal assumption of Texas´s public debt. California was admitted as a free state and the portions remained of the territory cessed by Mexico were organized in New Mexico and Utah. In these two regions, the population in there would decide to permit or forbid slavery.

  Finally, the compromise included a more stringent fugitive law and banned the slave trade in Washington D.C. The fugitive law said that any runaway slave found must be returned to their master and the free states should cooperate.
