The options of the question are A) Encouraging the use of public transportation. B) Enacting clean water policies. C) Requiring emission testings. D) limiting animal populations in some regions.

The correct answer is D) limiting animal populations in some regions.

The United States and Canadian governments are doing many things to combat environmental problems except limiting animal populations in some regions.

Canada and the United States have many programs and laws to combat environmental problems. Both governments are encouraging its citizens to stop using cars and use the public transportation system in order to diminish pollution in the metropolitan areas. Another measure is requiring emissions testings because there are so many vehicles circulating in the avenues and highways of the cities, causing major pollution and noise. They are also enacting clean water policies to keep water fresh. But what both countries are not doing in limiting animal populations in some regions, in order to prevent hábitat loss and degradation.

Ray Of Light [21]
One of the main reasons why Bismarck wanted to control the territories of Alsace and Lorraine was mostly because both territories were plentiful and useful territories to have in any country as they were quite developed. It was also good for strategic reasons.
