It is that natural resources are not evenly distributed because certain areas such as Saudi Arabia are shown to be much richer in terms of certain natural gases vs. land in say, Australia, which is richer in minerals.

Subsequently, the economy is defined as the science that studies the laws that govern the distribution of these resources among the different possible ends. Under this perspective, natural resources refer to the factors of production provided by nature without prior modification by man; and they differ from cultural and human resources in that they are not generated by man (such as transformed goods, work or technology). The use of any natural resource brings two concepts to bear in mind: resistance, which must be overcome to achieve exploitation, and interdependence.
