The city should issue watering guidelines, people should be requested to report water violations and water restrictions should be imposed. People should be educated about irrigation plans and landscaping plans. Water festivals, as well as workshops, may be organized to create awareness among people.

Military preparedness is as the name says: being ready for war and having a strong military. These are good things and can make people feel safe. However, a potentially opposing country could see this as a challenge which is could be a cause of war.
