That statement can be written in a single equation, lets do so and apply operations step by step, getting 2/3 out of a number (or numbers) means to multiply by 2/3:
(2/3)(3/8)(16)
= (2*3)/(3*8)(16)
= (6/24)(16)
= (1/4)(16)
= 16/4
= 4
