The answer is B; it was used to address the settlement of new territories. The other answers are very wrong, especially D; and let me explain why.

The Northwest Ordinance of 1787 sought to encourage settlement in territories that were already inhabited by the Native Americans. Therefore, the settlement would lead to thousands of Native Americans being forcibly removed from their own land. This is extremely important to know because it eventually led to the creation of Native American reservations.

Westkost [7]
Congress did not have the cash it expected to pay off the administration's war obligation due to an uneven spending plan. Congress can keep on paying for or broaden a war without really having the cash to specifically subsidize it. Congress couldn't raise this cash since it was not permitted to impose that is the reason Congress experiences difficulty paying obligations.

Why was guerilla warfare effective?
Westkost [7]

Answer:

As for the tactics part, guerilla warfare, done right, is so effective because it confers one very big advantage onto the guerilla: He never needs to fight in a disadvantageous position, has no supply line to speak of to protect and can always attack his opponent where he is weakest.

Explanation:

Although many of the engagements of the American Revolution were conventional, guerrilla warfare was used to a certain extent during this conflict from 1775 to 1783, which made a significant impact. . The Forage War raised morale for the Patriots as their guerrilla operations against the British were very effective.
