Given a line with slope m then the slope of a line perpendicular to it is

m_{perpendicular} = - \frac{1}{m} = - \frac{1}{\frac{2}{3} } = - \frac{3}{2} , thus

y = - \frac{3}{2} x + c ← is the partial equation

To find c substitute (4, 1) into the partial equation

1 = - 6 + c ⇒ c = 1 + 6 = 7

y = - \frac{3}{2} x + 7 ← in slope- intercept form

Multiply through by 2

2y = - 3x + 14  ( add 3x to both sides )

3x + 2y = 14 ← in standard form
