So since you know that the slope has to be 1/4, the start of the equation for a line that passes (-4,-3) is y=1/4x. Now, When you plug in -4 is in the x, you get 1/4(-4)=-3. However, -1=-3 is not true. So, what do you add or subtract to -1 to get -3? You get -2, which is the y-intercept in the slope-int form, mx+b. So for your final equation, you get y=1/4x-2
