I am assuming you mean as a whole number, since that fraction can't be simplified down.  20 goes into 100 5 times, so we need to multiply 9 x 5.  That gives us 45 and 100, or the new fraction 45/100.  45/100 is equal to 0.45

CB+BE+ED+DC = 17
