Take two points to find the slope
Let;s take (1, -3) and (-3, -1)

Point slope formula is

m = $\frac{y2-y1}{x2-x1}$
or
y₂-y₁ = m×(x₂-x₁)  Which is the same thing

m = $\frac{-1-(-3)}{-3-1}$
    = $\frac{2}{-4}$ 
It can be simplified:
    = $-\frac{1}{2}$
Now we found the slope

Same formula:
y₂-y₁ = m × (x₂-x₁)
Substitute the point only          (1, -3)
y₂-(-3) = $-\frac{1}{2}$ × (x₂-1)
y₂ + 3 = $-\frac{1}{2}$ × (x₂ - 1)   (minus minus = plus)

The last option is the answer
