Nixon was looking to withdraw the American Troops from Vietnam. he however was not willing to destroy American image that it had lost the war and thus he sought to make treaties with Hanoi.
These treaties were futile and eventually North Vietnam took over the south as empowering south Vietnam soldiers did not work. The withdrawal of american troops however was a success, and the bombardment of north Vietnam cities worked. the only difficult was with the weaked unpopular south soldiers.

They wanted to exploit a loophole in american politics. Before them, the other Native people who ceded their lands had first been recognized as nations and then when the territory became their legally, they would give it away in deals with the American government. The Cherokee thus declared themselves to be a sovereign nation and not to give the land, which is why they took the case to the supreme court in order to be protected.
