I think its the second one the PLACE THE POINT OF THE COMPASS ON POINT M AND DRAW AN ARC, MAKING SURE THE WIDTH OF THE COMPASS OPENING IS LESS THAN 1/2 MN. This is my opinion only. Thanks!

It’s the first one, place the point of the compass on point M and draw an arc, making sure the width is greater than 1/2 MN.

An explanation on why:
This is the first step as the second would be doing the same thing except the compass is on N and after that the arcs will intersect. U want it to be more than halfway so the two arcs can intersect and u can create ur bisector by drawing a straight line from the intersected part.
