We can represent 8 with eight unit blocks. Also, we can represent 0.2 with two tenth blocks. So we have

8*(unit blocks) + 2*(tenth blocks) = 8*1 + 2*(0.1) = 8 + 0.2 = 8.2

x  + 3x = 64

Combine like terms:

4x = 64
