John Sutter. He was a Swiss immigrant who was given permission to start a colony near the Sacramento River in 1839.
The building was proposed by <span>Sun-Yat Sen, the father of modern China because he wanted to protect local Chinese communities from floods that were common. He would use a dam to prevent floods and would also use it to use the river differently in such a way that it would benefit the economic development plan of China.</span>
