Stalin wanted an air force base in Finland to serve as escorts for his forces. he regarded the location of <span>Hanko Naval Base greatly and the Finland government had no option rather than accept. the airbase led to the distribution of 8000 Finnish people. The agreement was signed in the Moscow peace treaty of 1940. </span>
