Following the retreat of Russian forces from Galicia, tens of thousands of civilians fled to L'vov and adjacent towns. Thus the refugee crisis had two main causes. Democrat President Lyndon B. Johnson signed The Civil Rights Act of 1964 he convinced many members of the Congress to vote in favor of the Act.

The South had different ideas and they didn't support the Act, so when a <em>Democrat President signed The Civil Rights Act many withdrew their support from the Democratic Party.</em>
