Legally speaking? No. When you go to the bank to open up an account, you need a birth certificate, social security card, etc. There's a process to it. Many banks will not allow you to open an account without your needed information, even if they do know you personally (my mom worked at a bank...)

i.e. m = $\frac{\frac{9 \times 3}{2}-1}{\frac{3}{2}-1}$

i.e. m = $\frac{27-2}{3+2}$

i.e. m = $\frac{25}{5}$

i.e. m = 5.

Hence, the value of m is 5.
