I believe the answer is: Cloture can only be achieved by a three-fifths vote, and parties don't usually have that kind of majority

Cloture is a motion that can be made by the parliament to bring the debate into an early end. The numbers of Parliament members tend to obtain their seat depending on the support given by the parties. Since in united states, the votes is split almost 50:50, it is almost impossible to achieve 3/5 votes.

Cloture is very hard to gain because cloture can only be achieved by a three-fifths vote, and parties do not usually have that kind of majority. Moreover, when a Senate debate is carried away to a swift end, it is done with a practice called cloture.

 

EXPLANATION:  

Cloture, as known as closure, in parliamentary practice, a method of stopping the debate and securing a direct vote on an action that is before the deliberative body, even when several members want to remain the debate. Provision for implementing cloture was made at the British House of Commons in 1882, with the need that such a motion could only be carried out if it obtained at least 100 votes of affirmative.

Other governments, including the United Kingdom and Australia, have comparable rules for stopping debate. The United States first implemented cloture in 1919 in response to filibusters, which happen when a Senator talks at length, often to prevent voting on a bill they did not agree. Filibusters can last for hours—yet if there are at least at 60 Senators vote for cloture; debate ends and the vote must happen.  

The main purpose of cloture is to deliver a means to examine filibusters—a boundless debate by a minority in order to prevent voting. In many parliamentary bodies, the cloture motion is not arguable, is not subject to amendments, and needs more than one vote of a simple majority. For instance, in the United States Senate, three-fifths of the votes are needed, which then restricts the argument to an extra 30 hours.
