Hi,

The Lusitania was sunk in 1915 and the US did not enter the war until almost two years after the sinking. The sinking of the Lusitania and the American reaction to that sinking caused the Germans to temporarily halt their policy of unlimited submarine warfare.

Theoretically, decency and conventionally are the most adhered norms of society because they aren't challenging or conflictive, they make it easy to get along and feel at ease with your surroundings. Just do what everyone expects you to do!!
Deviant may be referred to as a power struggle because if someone is deviant, they are not following the norms society has set into place, they are doing something different or atleast trying, this sounds like a power struggle because this person is now struggling with the power society has initially set to have over them.
