Answer: The troposphere.

It contains half of the earths atmosphere. Weather occurs in this layer.

It will obviously occur in the layer where there are cloud formation, winds, etc. And all that occurs mainly in the troposphere which is the first layer of the atmosphere if you count from inside out.
