The site www.georgiaencyclopedia.org states that The Trustees asked the House of Commons to replace the Act of 1735 with one that would permit slavery in Georgia as of January 1, 1751.  This means that slavery was allowed since then.  It ended in December 18, 1865.  So yes.  It did allow slavery in 1861
