The ICS (Incident Command System) is a system that arranges assets to respond to an incident and processes to manage the response through its successive stages.
All response assets are arranged into these functional areas:
Finance/Administration,
Planning,
Operations,
Logistics and
Command.
The OPERATIONS establish tactics and direct all operational resources to achieve the incident objectives.
