Answer: “herding us into separate groups as though we were animals”

Explanation: I think this quotation best develops this topic because it uses  

a metaphor to really describe how thy were treated. "...as though we were animals", that really shows how little they cared for the immigrants.

This is just what I think the answer is. Correct me if I'm wrong!  :D
