The role of government was that once the Roman empire established and made christianity the main religion of Rome, it esentially formalized the possibility of christians to take over the religious practice in this empire and gain increased power.

Lincoln was reasoning that the Confederacy was fighting to keep slavery, which is the interest the "insurgents" have. Lincoln also did not want slavery to continue to spread, but he was fine with having slavery, "restrict the territorial enlargement if [slavery]".
